Statement by the Executive Board of the ENCJ on Poland - 17 July 2017

The Executive Board of the ENCJ is greatly dismayed to learn that both the lower and the upper house of the Polish Parliament last week approved two reforms which have been the subject of trenchant criticism over the past year. Furthermore, also last week a draft law was introduced in Parliament  that affects the composition of the Supreme Court.
The first law which has been approved is the reform of the Polish Judges’ Council.

ENCJ adopts Paris Declaration on resilient justice

The ENCJ gathered from 7th to 9th June in the Cour de Cassation in Paris for its General Assembly. The central theme of resilient justice was discussed and the Paris declaration was adopted. In it the ENCJ calls upon the European Institutions and Member States to guarantee judicial independence in accordance with the Rule of Law, and, furthermore, calls upon Councils for the Judiciary and Judges at all times to be resilient in the face of the challenges which face them.

ENCJ President addresses the congress of Polish Lawyers in Katowice

On 20 May 2017 over a 1000 lawyers and judges gathered in Katowice in Poland for a congress to discuss the reform of the judiciary and the state of the rule of law in Poland. The congress was organised by the Association of Polish Judges "Iustitia", the Supreme Bar Council and the National Council of Legal Advisers. The President of the ENCJ Ms Nuria Diaz Abad addressed the audience and explained ENCJ's position in relation to the planned judicial reform in Poland. 

Meeting with European Commission First Vice-President Timmermans on the Rule of Law in Poland

On the 9th of March the Presidents of the ENCJ, the Network of Presidents of the Supreme Courts of the EU, and the Association of Councils of State and Supreme Administrative Jurisdictions (ACA-Europe)were invited for a meeting with the vice-President of the European Commission Mr Frans Timmermans.

ENCJ votes to suspend the Turkish High Council for Judges and Prosecutors

The ENCJ unites the national institutions in the Member States of the European Union which are independent of the executive and legislature, and which are responsible for the support of the Judiciaries in the independent delivery of justice.  It aims to improve cooperation between, and good mutual understanding amongst, the Councils for the Judiciary and the members of the Judiciary of the European Union (or candidate) Member States.

CEPEJ publishes 2016 report on the functioning of the judicial systems in Europe

With a report and a new interactive database, the CEPEJ-STAT, both of which are available to the public, the European Commission for the Efficiency of Justice (CEPEJ) of the Council of Europe publishes today it findings as regards the main trends observed in 45 European countries in the field of the functioning of judicial systems.
